Från och med den 15:e Augusti 2011 så går det inte längre att göra Direct Consular Filing på USAs Ambassad i Stockholm.

" BEGINNING AUGUST 15, AMERICANS LIVING IN MOST COUNTRIES WILL NO LONGER BE ABLE TO FILE AT THE CONSULATE TO BRING THEIR FAMILY MEMBERS WITH THEM WHEN THEY RETURN TO LIVE IN THE US.
It has always been the case that when Americans living overseas returned to the US they could bring their foreign family members (spouse and children) with them by filing an Immigrant Petition (I-130) for them at either the Embassy/Consulate where they live, or the United States Citizen and Immigration Services (USCIS) office if there was one in their country of residence.
The process to obtain the immigrant visas would usually take between one and three months and it was always possible to expedite it if need be. In contrast, if you file your petition in the US, the process often takes a year or more.
The Department of Homeland Security has just changed the rule. Beginning August 15, it will no longer be possible to file at a consulate. If you are living in a country that does not have a USCIS office (most countries do not have such an office), you will have to send your petitions to an office in the United States and they will be treated the same as if you live in the US, instead of overseas.
This could cause great hardship, not just because of needless separations from your loved ones, but also because of the potential for misplaced and delayed mailings. It is a very bad policy.
This rule is being implemented without prior warning to overseas Americans.
Democrats Abroad is working with the American Immigration Lawyers Association to get this rule changed!"
